2.1  MID-YEAR FINANCIAL UPDATE

The purpose of the study session is to update the Council on the status of General Fund finances.  A presentation of the Mid-Year Financial Update will be given, which compiles six months of actual fiscal year 2006/07 data, along with a projection for the remainder of the year.  An economic outlook will also be presented that discusses current and projected trends that will affect the balance of this fiscal year.  The presentation will review General Fund Revenues and provide an updated projection.  An update of the Five-Year Forecast incorporating revised revenue, expenditure and reserve projections for fiscal years 2006/07 through 2010/11 will also be discussed.  In addition, a brief overview of the Community Development Block Grant (CDBG) and HOME funding process will be provided.  This item is being presented for informational purposes only and requires no action on the Council's part.  The Council may ask questions and discuss these matters.

10. CONSENT ITEMS

10.1 RESOLUTION - INSTALLATION OF SPEED TABLES ON MONTE VERDE DRIVE BETWEEN ST. FRANCIS ROAD AND ESCALERO DRIVE

This resolution, recommended by the Department of Public Works, authorizes the installation of temporary speed tables (speed humps with flat tops) on Monte Verde Road for the purpose of traffic calming.  The resolution also directs the Traffic Engineering Division staff to analyze the effectiveness of the temporary speed tables and, if appropriate, the installation of permanent speed tables.

10.2 RESOLUTION - WAIVING COMPETITIVE BIDDING AND AUTHORIZING A SOLE SOURCE CONTRACT FOR THE REFURBISHMENT/RE-POWER OF A 1991 GILLIG TRANSIT BUS WITH CREATIVE COACH WORKS

This resolution, recommended by the Department of Transit and Parking, waives competitive bidding, authorizes the award of a sole source contract for the refurbishment/re-power of a 1991 Gillig transit bus to Creative Coach Works in the amount of $400,000, and approves a $60,000 contingency fund.

10.3 RESOLUTION - INCREASING THE APPROPRIATIONS FOR THE INCREMENTAL RECYCLED WATER PROGRAM AND FOR HEADWORKS UPGRADE - LAGUNA TREATMENT PLANT

This resolution, recommended by the Board of Public Utilities, appropriates $726,000 to project 8537, "IRWP Program Management" and $3.4 million to project 8334, "Headworks Improvements – Laguna Treatment Plant" from funds available from debt service funds made surplus due to favorable interest rates.
 
10.4 RESOLUTION - AMENDMENT TO THE CITY CLASSIFICATION AND SALARY PLAN TO CREATE THE CLASSIFICATION OF SENIOR PLANNER

This resolution amends the City Classification and Salary Plan by creating the classification of Senior Planner with a salary range of $5,923 to $7,200 per month, in Unit 6, Professional.

10.5 ORDINANCE ADOPTON - REZONING - RAVELLO SUBDIVISION -1755 & 1815 GUERNEVILLE ROAD

This ordinance, introduced at the Council's January 16, 2007 Regular Meeting, rezones 1.06 acres at 1755 and 1815 Guerneville Road to the R-3-18 District.

10.6 ORDINANCE ADOPTON- WINTER 2007 GENERAL PLAN AMENDMENT PACKAGE AND ZONING CODE TEXT AMENDMENT

This ordinance, introduced at the Council's January 16, 2007 Regular Meeting, amends Section 20-23.040 Of Title 20 of the Santa Rosa City Code to address the maximum number of stories allowed for a specific property in the CD-10 District.

11. REPORT ITEMS

11.1 REPORT – BID AWARD - COLLEGE AVENUE ADAPTIVE TRAFFIC CONTROL SYSTEM

BACKGROUND:  The Public Works Department requires the purchase of an adaptive traffic control system to provide real-time coordination of signals along College Avenue.  The new adaptive traffic system will adjust on a cycle-by-cycle basis to the daily fluctuations in traffic flow resulting in reduced delays, shorter queues and decreased travel times.  A Request for Proposals was issued, and as a result of this solicitation process, a provider of equipment and software has been identified that offers the best value to the City. 

RECOMMENDATION:  It is recommended by the Public Works and Administrative Services Departments that the Council, by resolution, approve and authorize extension of a contract for the College Avenue adaptive traffic control system with TransCore ITS, LLC of Pleasanton, California, in the total amount of $546,512.00.
 
11.2 REPORT – FOUNTAINGROVE VILLAGE - ACCEPTANCE OF OPEN SPACE EASEMENT - 2055 STAGECOACH ROAD

BACKGROUND:  On September 23, 2004 the Planning Commission conditionally approved the Fountaingrove Village tentative map.  The conditions of approval include the requirement that an open space easement be offered and recorded over six lots (lots 8 through 13).  The purpose of the easement is to preserve the scenic character of open lands for the benefit of the public; however, the easement would not allow for public access.  Once the open space easement is established, the property will remain within private ownership.

RECOMMENDATION: The Department of Community Development recommends the Council, by resolution, find the open space easement consistent with the General Plan and accept the open space easement as set forth in the Open Space Easement Deed.

11.3 PUBLIC HEARING – SKYHAWK PHASE 8 OPEN SPACE EASEMENT VACATION  - 5911, 5913, 5915 MOUNTAIN HAWK - PUBLIC HEARING (continued from September 9, 2006)

BACKGROUND: On June 22, 2006, the Planning Commission conducted a public hearing on this application and voted 6-0 to approve a final map modification, and to recommend that Council approve the vacation of a portion of an open space easement located on three single family lots located at 5911, 5913 and 5915 Mountain Hawk.  On these three lots within Phase 8 of Skyhawk there was not a match between the grading plan and the private open space plan, and open space was established on flat graded portions of Lots 7, 8 and 9.  As these areas appear and function as rear yards with no public access or visual benefits, the three property owners are requesting that the open space easements on these graded areas be removed to allow for the construction of accessory structures such as swimming pools. 

On September 9, 2006, the Council voted 6-0 to continue this item to a date uncertain to allow staff to resolve a technical issue regarding the need for the County Assessor to determine if the easement vacation would add value to the property and require the payment of the abandonment fee.  The County Assessor submitted a letter dated November 30, 2006, stating that due to the small size of the easement and the inability for future subdivision of the lots, the net property value gain is considered to be negligible.

RECOMMENDATION: The Planning Commission and the Department of Community Development recommend that the Council, by resolution, approve vacation of an open space easement for Lots 7, 8 and 9 within Skyhawk Phase 8.

11.4 PUBLIC HEARING – THE VILLAS REZONING - 1755 SEBASTOPOL ROAD/1700 HAMPTON WAY

BACKGROUND: The Planning Commission recommends that 14.19 acres at 1755 Sebastopol Road  and 1700 Hampton Way be rezoned from the IG (General Industrial) District to the R-3-15 (Multiple Family District) and CG (General Commercial) District to allow 197 single family attached townhomes and a 0.52 acre commercial center.  The Planning Commission voted 6-0 to adopt a negative declaration and recommend the rezoning;  the Planning Commission approved a tentative map and zoning variance contingent upon the rezoning.

RECOMMENDATION: The Planning Commission and Department of Community Development recommend that the Council, by ordinance to rezone the 14.19 acre property located at 1755 Sebastopol Road/1700 Hampton Way to the R-3-15 and CG Districts.

11.5 PUBLIC HEARING – FY 2007/08 BUDGET PRIORITIES

BACKGROUND: The Council is seeking input from the public, either oral or written, on budget priorities for the upcoming 2007/08 fiscal year.  The City's Charter, Section 28 (a), provides for a public hearing to be held each year for this purpose.  This hearing has been noticed and scheduled in order to receive the public's input and to comply with the Charter requirements.  The budget year to be addressed in this hearing is the 2007/08 fiscal year.  Additionally, a brief presentation on the current development of the Santa Rosa 2030 visioning process and its proposed integration with the budget will be provided.

RECOMMENDATION: The Council should receive and consider written and oral comments presented at this public hearing for future budget deliberations.  No action is necessary.
