Santa Rosa Police Department Narcotics Detective Wins State Narcotics Award

Santa Rosa Police Department Narcotics Detective Brian Boettger has been named the Region One, 2010, Narcotics Officer of the Year, by the California Narcotics Officers Association.  Detective Boettger was recently presented with the Region One “Alfred E. Stewart Memorial Award” in Anaheim, California, at the annual California Narcotics Officers Association Conference.

The State of California is broken down into eight regions, with each region receiving a regional Narcotics Officer of the Year Award.  A State Narcotics Officer of the Year recipient is selected among the eight regional qualifiers.

Detective Boettger was selected as the Region One award winner after completing a ten month investigation into a major drug trafficking organization operating in Santa Rosa.  The investigation began in September of 2008 and culminated with the arrest of the prime suspect and several accomplices in July of 2009.  Marco Navarro-Flores was operating a drug trafficking organization based in the City of Santa Rosa.  Navarro-Flores was suspected of being a major supplier of methamphetamine and was thought to be selling in excess of ten pounds of methamphetamine per month throughout the San Francisco Bay Area.

Detective Boettger partnered with the Federal Drug Enforcement Administration, the Sonoma County District Attorney’s Office, and the Sonoma County Narcotics Task Force during the course of this investigation.  This particular drug trafficking organization was extremely sophisticated and had successfully resisted several previous attempts by law enforcement at investigating their activities.

Detective Boettger authored a wire tap warrant and ultimately received judicial authorization to monitor the telephone calls of Navarro-Flores during a 46 day period leading up to his arrest.  Detective Boettger worked nearly every day during this time period and was responsible for the overall coordination of this investigation including the coordination of Santa Rosa Police Department Narcotics Investigators, DEA Investigators, and Sonoma County Narcotics Task Force Investigators during surveillance and investigative operations.  Critical evidence was obtained during this time period which ultimately led to the arrest of Navarro-Flores.

Inquiries regarding this press release may be directed to Lieutenant Paul Henry at (707) 543-3668.
